Guidelines for Media Representatives and Bloggers: Media Accreditation and Filming Regulations in Azerbaijan

As part of our commitment to making your trip to Azerbaijan as seamless as possible, Azerbaijan Tourism Board’s Communication Team has prepared this guide to help media representatives and bloggers navigate the process of obtaining media accreditation and securing permission for drone usage in the country. Please read the following information carefully to ensure compliance with Azerbaijani regulations.

Media Accreditation Requirements

Media accreditation is mandatory for all foreign media representatives intending to conduct journalistic activities in Azerbaijan. Accordingly, Azerbaijan Tourism Board can only provide support to individuals who hold valid media accreditation. Please note the following key points:

  1. Application Timeline: All applications must be submitted at least 20 days prior to arrival to allow sufficient processing time.
  2. Submission Process: Applications for media accreditation can be submitted via:
    • The electronic accreditation (e-accreditation) system
    • Post office
    • Diplomatic representations and consulates of the Republic of Azerbaijan
    • In-person delivery
  3. Required Documents:
    • Letter from your media organization signed by the manager or a substitute
    • Completed application form (can be filled out digitally)
    • Two 3x4-sized photos of the applicant (per photo requirements)
    • Copy of the applicant’s passport or other document permitting border crossing (or ID card for Azerbaijani citizens)
    • Copy of a service identification card (press card)
    • Biographic details (CV)
  4. Processing Time: The Ministry of Foreign Affairs processes accreditation requests within 30 days of receiving the complete set of documents.

Once all documents are submitted and approved, accreditation cards must be collected from the Ministry of Foreign Affairs.

 

Drone Usage Regulations

Drone usage for filming in Azerbaijan is strictly regulated. Whether you are an accredited media representative or an individual planning to bring a drone, the following guidelines apply:

1. For Individuals Without Support from Azerbaijani Organizations:
If you wish to bring a drone into Azerbaijan without support from local organizations or government entities, you will need:

  • A Tax Identification Number
  • A Residency Permit valid for the specific review period

You can apply for drone permissions through the State Civil Aviation Agency’s e-services platform. Please ensure you provide detailed information about your intended drone usage.

2. For Media Representatives or Individuals Supported by Azerbaijani Organizations (or Those Seeking Assistance from Local Production Companies):

If you are coming with support from an Azerbaijani organization, government office, or media entity:

  • You must first obtain media accreditation (see section above).
  • After receiving accreditation, apply for drone permissions through the State Civil Aviation Agency’s e-services platform.
  • The State Civil Aviation Agency will review your application and coordinate with other relevant government organizations. Processing this request may take 1–2 months.

Application Timeline:

  • Drone permission requests must be submitted at least 2 months prior to arrival.

Submission Process:

  • Apply through the State Civil Aviation Agency’s e-services platform.
  • Include detailed information about your intended drone usage.

 

Additional Filming Permissions

Depending on the filming locations, you will need separate permissions from other relevant government organizations. These permissions should be secured in advance to avoid delays.
