The Azerbaijan Hotel Classification System was established through the collaboration of the State Tourism Agency, the Azerbaijan Tourism Board, and the Azerbaijan Hotel Association to enhance and maintain the international competitiveness of Azerbaijan's hospitality industry.
Since 2019, the Azerbaijan Tourism Board's Hotel Star Category Certification Body (MUKSO) has been accredited under the ISO 17065 standard and operates as the certification body implementing the Azerbaijan Hotel Classification System.
The certification process is aligned with the Hotelstars Union criteria and is implemented based on its principles.
As of 2021, under Article 8.1 of the Tourism Law, hotel star certification is mandatory.
